  • Sports betting. HB 29 (2021) legalized mobile and retail sports wagering, which launched statewide on January 1, 2023, under a competitive multi-license model. The tax rate doubled from 10% to 20% effective July 2023 through the HB 33 budget bill. That was a nation-first mid-cycle hike.
  • Casinos. Four commercial casinos and seven racinos operate. The racinos' video lottery terminals are run by the Lottery.
  • Charitable gaming. Charitable bingo operates in the state.
  • Skill games and sweepstakes terminals. A large unregulated "skill game" and sweepstakes-terminal sector exists. The Casino Control Commission has been raiding it, with thousands of machines seized. Legislators repeatedly fail to pass a ban or a licensing framework.
  • Online casinos. Ohio has no igaming or online poker. HB 298 and SB 197 stalled in 2025-26, with both sides waiting on the 2027 governor's race.
  • Fantasy sports. DFS has been licensed since 2017.
  • Prediction markets. In 2025 the Casino Control Commission issued cease-and-desist orders against Kalshi, Robinhood and Crypto.com over prediction-market sports contracts. Kalshi sued the state in October 2025.
