  • Legal framework. The general gambling ban (W.S. 6-7-101) carves out a growing list of exceptions.
  • Sports betting. HB 133 (2021) legalized statewide mobile-only sports wagering (Wyo. Stat. Title 9, ch. 24). The tax is 10%, the minimum age is 18, and the Wyoming Gaming Commission regulates it. Its "sporting event" definition also covers esports.
  • Racing. Pari-mutuel racing is legal, including advance-deposit wagering. Historic horse racing terminals have been allowed since 2013, with no cap on their number.
  • Fantasy sports. Fantasy sports contests are excluded from the definition of gambling.
  • Skill games. Grandfathered skill-based amusement games run at bars and truck stops. Limits: 4 machines per establishment, $3 maximum wager, $3,000 maximum payout, 21+. Net proceeds are taxed at 20% weekly (W.S. §11-25-304(d)).
  • Charitable gaming. Charities may run licensed bingo and pull-tabs; charitable raffles are exempt.
  • Lottery. No iLottery or third-party courier service is offered.
  • Tribal gaming. Wind River is the only reservation with tribal gaming. The Eastern Shoshone run one casino under a state compact. The Northern Arapaho run three casinos under federally issued procedures rather than a compact, after winning a court fight over Class III gaming the state had refused to negotiate.
  • Online casinos and sweepstakes. In May 2025 the Gaming Commission warned publicly that real-money online casinos and dual-currency sweepstakes sites are unlicensed and illegal. A 2026 interim committee studied competing bills to ban or regulate sweepstakes casinos for the 2027 session.
  • Prediction markets. Platforms such as Kalshi reportedly operate with no reported state enforcement action. Wyoming is in the Tenth Circuit, which had not ruled on the Kalshi/CFTC preemption question as of October 2026, unlike the Third, Sixth and Ninth Circuits.
