Sports (online)LiveOct 2019Monopoly StateThe Lottery contracts with a single statewide mobile sportsbook operator at a time. SBTech's 'Scoreboard' app launched Oct. 2019; DraftKings Sportsbook replaced it as the exclusive operator effective Jan. 18, 2022 (SBTech had been acquired by DraftKings in 2020). The app geofences bettors off tribal land and, per secondary comparisons, does not take college-sports bets (unlike tribal retail books). Under Section 11 of the Lottery-DraftKings contract, DraftKings receives 49% of net sports-betting revenue (Lottery keeps 51%); a 2023 legislative committee document notes DraftKings' share could rise to 85-95% if the state's monopoly model were broken and additional apps were authorized, but no such change has been confirmed as triggered. Sports betting remains a small share of overall Lottery revenue (reported around 4.4% of total gambling revenue, with sports-betting revenue near $75M for FY2023-24, up 36% year over year).

No Oregon state tax applies to tribal retail sportsbooks (e.g., Chinook Winds, Spirit Mountain). These operate under each tribe's federal IGRA Class III gaming compact on tribal land, which the Oregon Lottery does not regulate and which is outside ORS ch. 461's state-lottery sports-betting framework (that framework covers only the Lottery's own 'Scoreboard'/DraftKings mobile product, tracked separately as sports_online).
