Yes. In Delaware, sports betting is legal, with limited online options (as of Oct 11, 2026). Online betting launched Jan 3, 2024; in-person betting Jun 5, 2018. Operators pay 50% OTHER in tax.

HB 365 (2024) would have let each of the 3 casinos partner with up to 2 online sportsbook operators ($500,000 five-year license fee + 18% of adjusted revenue) but died in the House Appropriations Committee in June 2024 after the Lottery and BetRivers opposed it. A successor bill, HB 4074 (2025-2026 session), would license up to 5 mobile operators at a $500,000 fee plus a 15% GGR tax; according to a single trade-press report it passed the House 100-11 but was not taken up by the Senate Gaming Oversight Committee in either 2025 or 2026, leaving BetRivers the sole operator as of October 2026.
