Requires the licensed owner to pay a fee of $50,000,000 if the licensed owner sells or transfers the licensed owner's interest in the licensed owner's license within five years of the approval of relocation. Provides for distribution of supplemental wagering tax revenue and wagering tax revenue after the relocation of gaming operations. Establishes the together for tomorrow commission (commission).
